fix(WU): deprecated !systemPackage to use CAB approach instead 
Credits to echnobas, Atlas team and all the contributors for the CAB approach

Reasons for this change:
- Removing system packages with !systemPackage causes Windows Updates to fail
- In cases one of the removed components causes unexpected behavior, it is possible to revert the change without reinstalling the whole system

There are also additional changes:
- Unregistered appx manifests from StateRepostiory instead of removing, such as advertisment banners in Settings, the GetStarted placeholder in the Start Menu and Windows Backup. Removing them causes Windows Update to fail.
- Moved PowerShell optimization action at the start
- GitHub Actions automatically builds a CAB file

add writeStatus for each action in appx.yml 
When attempting to remove certain appx packages, there may be cases where the package does not get deleted on the first try due to locks. In such cases, the AME Wizard's GUI status reporter may mistakenly perceive an issue when there isn't one, causing "Reticulating Splines" to appear until the next "writeStatus". To address this issue, adding a status for each action in appx.yml seems to eliminate it.

- other default wallpapers are not removed anymore, such as Glow, Flow, Captured Motion, etc.
- added img0_1920x1200 and img19_1920x1200 in the 4K folders (Win 11)
- added img14.jpg for the Spotlight folder
