[Microwin] Adaptive Busy Icon + Message (#3433)

* Adaptive Busy Icon + Message

- added adaptive color & message of busy indicator
- fixed placement at some places for "Set-WinUtilTaskbaritem" as dialogbox which waits for user input came before

* seperate long Errormessaged for BusyIndication

* add CharacterEllipsis as TextTrimming on BusyText
