Large cleanup in prep for minor version increase

- Add block comments describing each segment
- Use <<- EOF for consistent indentation
- Rename/rearrange some functions to make more sense
- Remove redundant checks for background install
- Improve background process output handling and speed
- Cleanup some script and comment sections
